Well, it was partly Donna's line in A Proportional Response: "The first time I didnt know. The second time I didn't care that much." Either you could think that Donna didn't care that Mandy was in Josh's office because she was getting back at Josh... or you could take a slightly different perspective that Donna didn't care because it was Mandy. If that's the way you take it, you could then speculate that it was because Donna and Mandy were friends, and I just ran with it from there.
And partly it was because I'm a bit contrary when I write fic. I try to take a different perspective as much as I possibly can and if it means ignoring fannon, so much the better. (Cannon, of course, is sacrosanct, unless I'm deliberatly wiritng an AU.)
